Also worth checking connections at the contactor terminals loose lugs can add resistance and give similar readings.

At 0.9 static your CFM is probably way below design, that alone will throw all your readings off.

If refrigerant and airflow are solid, I’d start watching water flow or pressure drop over time. Fouled HX or a valve that doesn’t fully open can look fine at first.

Two rooftop units serving four floors of common corridors-straight into concrete block walls, no return grills inside. Humidity in hallways shot up to 90%. Poked holes above hallway doors but still too wet. Thinking we need return chases or maybe a mechanical return air path. Has anyone done a retrofit like this in a block building before?
